Change the rules in Congress to make all legislative bills address one and only one subject. Every law that gets passed should stand on its own and not be encumbered with unrelated measures. Allowing riders unrelated to the principal bill allows legislators to hold important bills such as the appropriations bill hostage to any number of measures that are not in the public interest. This is totally unacceptable and must be changed.

No argument for legislative efficiency justifies the use of these riders.
